特朗普寫信通知取消美朝峯會 指金正恩近日言辭憤怒帶敵意

美國總統特朗普周四(24日)早上透過白宮向北韓領袖金正恩發表公開信,取消原定下月12日在新加坡與金正恩舉行的峯會,美朝元首歷史峯會告吹。特朗普在其後一個公開場合表示,美朝峯會仍「有可能」如期或延後舉行,視乎金正恩有否「具建設的舉動」。

特朗普在公開信提到,「很遺憾,基於你最近的聲明展現出強烈的憤怒和公開的敵意,我認為現在不適合舉行這次籌劃已久的會面。」他續稱,「你談到你們的核威力,惟我們的(核威力)規模和威力是那麼強大,我祈求上帝我們永遠不需要用上。」

特朗普在信中,感謝北韓近日釋放三名美籍囚犯,也感謝金正恩在促成會面上投放時間和心力。他留有餘地說:「如果你就此極其重要的峯會改變主意,請毫不猶豫打電話或寫信給我。」

特朗普此番宣布取消峯會,消息正在北韓周四早上,陸續爆破拆除核試驗場的2號、3號、4號三條坑道和觀測所,以及營房等設施,並由外國記者見證後傳出。

美朝峯會或告吹的消息近日頻頻在國際社會傳出,早前特朗普與南韓總統文在寅會面時,提及美朝峯會「很大機會不會發生」;就美國副總統彭斯日前接受霍士(FOX)電視訪問的言論,北韓副外相崔善姬周四在官方朝中社發表談話,稱美國若侮辱北韓的善意,繼續肆意妄為,將向最高領導層提出,重新考慮金正恩與特朗普會面的事宜。崔善姬指出,所謂「北韓可採利比亞棄核模式,美國未排除對北韓軍事方案,美國要求北韓以完全、可驗證、不可逆原則棄核等說法,都是一派胡言,指美國不自量力、不講分寸。」北韓又因南韓與美國舉行聯合軍事演習為由,拒絕與南韓會談。

我們很欣賞你投放時間,耐性和努力,就兩國期待已久的峰會進行相關協商和討論,峰會原定下月十二日在新加坡舉行。我們得知這次會面是由北韓一方提出,但這點對我們而言毫不重要,我非常期待與你見面。很遺憾,基於你最近的聲明展現出強烈的憤怒和公開的敵意,我認為現在不適合舉行這次籌劃已久的會面。因此,我藉此函告訴你,今次新加坡峯會將會取消,這是為了我們雙方好,但對世界卻不利。你談到你們的核威力,惟我們的(核威力)規模和威力是那麼強大,我祈求上帝我們永遠不需要用上。

Dear Mr. Chairman:

We greatly appreciate your time, patience, and effort with respect to our recent negotiations and discussions relative to a summit long sought by both parties, which was scheduled to take place on June 12 in Singapore. We were informed that the meeting was requested by North Korea, but that to us is totally irrelevant. I was very much looking forward to being there with you. Sadly, based on the tremendous anger and open hostility displayed in your most recent statement, I feel it is inappropriate, at this time, to have this long-planned meeting. Therefore, please let this letter serve to represent that the Singapore summit, for the good of both parties, but to the detriment of the world, will not take place. You talk about your nuclear capabilities, but ours are so massive and powerful that i pray to God they will never have to be used.

I felt a wonderful dialogue was building up between you and me, and ultimately it is only that dialogue that matters. Some day, I look very much forward to meeting you. In the meantime, I want to thank you for the release of the hostages who are now home with their families. That was a beautiful gesture and was very much appreciated.

If you change your mind having to do with this most important summit, please do not hesitate to call me or write. The world, and North Korea in particular, has lost a great opportunity for lasting peace and great prosperity and wealth. This missed opportunity is a truly sad moment in history.
